Dr. Carole Brown

Dr. Carole Brown is the Director, Program Management Office of All In Solutions, LLC and a former Chief of Staff, Chief of Policy, and Human Resource Officer in the Office of the Director of National Intelligence and the Office of the Under Secretary of Defense for Intelligence & Security. She joined AIS in September 2023 after retiring from Federal Government service.

Prior to the federal government, Dr. Brown worked at SAIC and Northrop Grumman IT, where her work focused primarily on human resource systems, processes, and management productivity. She worked with business development, contracts, IT systems, human resources, and served as the Chief of Staff where she designed, developed, and implemented IT and training systems and courses. She served as a program manager for several large customer programs.

Dr. Brown holds a Doctorate degree in Business Administration from Saint Leo University. She serves as an Adjunct Professor at the graduate level at Purdue Global University focused on project management and at Southern New Hampshire University, specializing in global leadership. Dr. Brown holds advanced certifications in Program/Project Management from the Project Management Institute (PMO-CP, PgMP, PMP, ACP) and in Human Resources from the Society of Human Resource Management (SHRM-SCP). She holds master’s degrees from Regis University (MBA) and Chapman University (MS – HRM).
