Position Summary
The Program Manager provides strategic and operational leadership for a Centralized Mail Order Pharmacy (CMOP), overseeing facility operations, regulatory compliance, and logistics functions. This role directly supervises two Facility Managers responsible for day and night operations supporting more than 320 personnel, including subcontractor staff. The Program Manager ensures the safe, efficient, and compliant execution of high-volume prescription fulfillment and distribution.
The role partners closely with VA CMOP leadership, including the Director and Contracting Officer Representatives, as well as pharmacists, pharmacy technicians, shippers and packers, and administrative staff to drive operational excellence, workforce effectiveness, and continuous process improvement in compliance with federal, state, and VA requirements.
Essential Duties and Responsibilities
Leadership and Oversight
- Directly supervise and evaluate Facility Managers supporting CMOP operations
- Establish operational goals, performance standards, and continuous improvement initiatives in alignment with VA and contract requirements
- Develops and enforces policies and directives to ensure safe, compliant, and efficient operations
- Promotes a culture of accountability, safety, regulatory compliance, teamwork, integrity, and mission alignment
CMOP Operations
- Oversees facility operations supporting prescription fulfillment, packaging, warehousing, and distribution
- Ensure workflow efficiency, inventory control, automation utilization, and secure medication storage
- Coordinates with VA CMOP leadership on facility layout, material handling systems, and operational support
Compliance and Risk Management
- Ensures compliance with VA-affiliated pharmacy, workplace, and facility regulations
- Reviews and approves required reports, documentation, and deliverables prepared by Facility Managers
- Oversees inspections and audits to ensure adherence to regulatory, safety, and contractual standards
- Coordinates with AIS functional leadership (Operations, HR, Security, IT) to interpret and implement compliance requirements
Facility and Subcontract Oversight
- Monitors government-managed maintenance and facility conditions; report deficiencies to the Government
- Tracks contracts, amendments, service agreements, and meeting documentation
- Oversees subcontractor performance and issues through appropriate operational and administrative channels
Collaboration and Performance Management
- Partners with CMOP leadership and Pharmacists-in-Charge to support safe, timely prescription fulfillment
- Applies Lean Six Sigma and project management methods to improve throughput, quality, and efficiency
- Monitors key performance indicators related to safety, compliance, and service delivery
Inspections and Presence
- Conducts routine and unscheduled inspections across all shifts, including nights, weekends, and holidays as needed
- Ensures consistent implementation of policies and procedures across operations
Other Duties
- Performs additional duties as assigned.
Qualifications
Education
- Bachelor’s degree in Pharmacy Administration, Health Administration, Business, Operations, Supply Chain, Industrial Engineering, or related field; equivalent experience may substitute
- Master’s degree preferred
Experience
- Seven (7) years of progressive leadership experience in large-scale operational environments
- Experience overseeing multi-shift, high-volume fulfillment or distribution operations
- Demonstrated success managing teams of 50+ personnel
- VA, government, or pharmacy operations experience preferred
Licenses and Certifications
- Project Management Professional (PMP) — Required
- Lean Six Sigma Green Belt or higher — Preferred
